Kudos to Professor Scot Wortley for the Release of Unlawful Enforcers: Charter Violations by Major Ontario City Police Services

CrimSL's Professor and Acting Director Scot Wortley released a new report on Charter violations in Ontario Police Services, co-authored by Dr. Sunil Gurmukh, Adjunct Research Professor at the Faculty of Law at Western University, titled Unlawful Enforcers: Charter Violations by Major Ontario City Police Services on March 18, 2026. 

Unlawful Enforcers examines reported court rulings issued from January 1, 2015, to May 31, 2025 that identify Charter breaches involving officers from Ontario’s five largest municipal police services: Toronto Police Service, Peel Regional Police, York Regional Police, Durham Regional Police Service, and Ottawa Police Service. The report also offers public policy recommendations
