Congratulations, Dr. Jihyun Kwon

Congratulations to Dr. Jihyun Kwon, who successfully defended her thesis “Misconduct Mismanagement: The Rule of Law, Independent Oversight, and Accountability” on November 28, 2022. Her thesis was passed “As Is.”

Dr. Kwon’s doctoral work offers a detailed case study of police oversight mechanisms in Ontario, Canada. She found that the current drive to make oversight mechanisms independent and decentralized has not produced the expected outcome of democratic policing, but has in fact delayed or even undermined efforts to bring about fundamental reforms. Her work reveals the prevalence of “oversight without accountability” in this context.

Co-supervisors Kelly Hannah-Moffat and Audrey Macklin would like to thank the members of the examining committee—Beatrice Jauregui (Internal/External Examiner), Ian Loader (External Examiner – University of Oxford), and Matthew Light (Committee Member)—and Joseph Steinberg (Defence Chair) for their time and expertise.
